Dr. Bao Johri

Bao leads the Technology Services Division, an 85 member team, across 10 departments, ranging from Classroom Video Services to Network Engineering that supports over 25,000 students and 2,500 employees. With over 20 years of strong experience in higher education, K-12 and the private sector, Johri brings to the University an inclusive and transformational leadership approach. A one-time elementary school teacher and community college lecturer, she also previously worked as an IT manager in sectors from real estate to energy. Learn more about Bao Johri.
Dr. Jerome Hilscher

Dr. Hilscher brings more than 27 years of progressive experience in information technology, including 20 years of leadership roles across higher education, telecommunications, and financial services. His extensive background includes over 12 years in higher education leadership, most recently serving as Associate Chief Information and Technology Officer (CITO) at Drake University in Des Moines, Iowa. Throughout his career, he has consistently demonstrated his ability to align technology initiatives with institutional goals, manage successful organizational change, and build high-performing teams.

Mike began his career at Fresno State in May of 2000 as a Unix Systems Administrator and since then has held a number of positions within the Technology Services Division, such as - Unix Team Lead; Manager of the Systems Team (Windows and Unix); Associate Director of Systems, Networking and Academic Liaisons, and now Director of Networks, Telecom, Field Operations, Classroom Technology & Zoom. After hours, Mike enjoys woodworking and spending time with his family.

With over 25 years of progressive higher education IT leadership experience, I demonstrated a history of accomplishment in executing large-scale IT projects in vendor management, budgeting, and resource allocation, ensuring optimal utilization of resources and cost control. Currently. I lead a team of IT professionals and manage all aspects of IT operations supporting the Campus Applications and Data Integrations, Digital User Experience and Accessibility, and Digital Transformation and Innovation initiatives leveraging digital technologies to establish fresh processes, reshape existing ones, and enhance students, faculty, and staff experiences to align with evolving business requirements.
Rafael Villegas

Rafael has been a Fresno state for 25 years. He has directed the formulation and ongoing management of the university's information security strategy and program, ensuring the protection of its vital information assets and technologies. Authored and implemented information security policies, standards, and guidelines that aligned with the institution's objectives and industry benchmarks.
Harry Zahlis

Harry serves as the Manager of Technology Support Services where he oversees liaison technicians across the campus. Harry started at Fresno State in August of 2018 and prior to that served in various technology roles at Fresno City College. He has been involved in technology in higher education for over 20 years, and served in local government for 10 years prior to beginning his higher education experience. Harry attended Fresno State where he earned a BA in Political Science in 1989.
Elise Rodriguez
Executive Assistant to the VP for IT and CIO

Elise provides executive support to the Vice President for IT and also plays a vital role in the day-to-day operations of the Technology Services Division. In addition, she oversees all outgoing communications to the campus community; lightheartedly referring to herself as a “translator of tech talk” into common language that everyone can understand. Beginning her career in 2005, Elise has provided executive support for over 16 years to multiple University leaders at Fresno State.
